Unable to see open commitments in projects for OTL timecards

When we create timecards in Oracle Time & Labor (OTL) and then run "Import Commitments" in projects, we expect to see the Open Commitments from OTL, but no records are displayed- irrespective of the timecard being in Draft/Submitted/Approved status. Are we missing something?
