Price Sales Transaction API - CalculateTaxFlag is true, request fails with error

Summary:

We are using Price Sales transaction API:

Everything works correctly if we don't set CalculateTaxFlag to true, when flag is set to true we get error:

"The tax couldn't be calculated: An unexpected error has occurred during tax calculation.".

I can't attach formatted code (don't understand why) so I will take screen shots.

Not sure how to debug this in details because it seems that it is missing something in the payload. Tax calculation in Order Management is working correctly.
