Report on who attached related materials to an activity

Summary:

Is there a way to see who last attached a file to the related materials for the learner and the administrators within an activity?

We have tried the wlf_learning_items_f table through BIP, and also the Workforce Learning - Learning Management Real Time subject area in OTBI and both do not seem to pick up a modified date for when just an attachment is added to the related materials section.
