Conditional Business Rule for VBS are not working

Summary:

We are on Redwood and have are requirement for which we need to display/read only fields based on Action Reason for 'Request a Position Change'. I tried to use the IF condition and populated the Action Reason for which we want to limit the fields, but on preview the rule didn't worked. So need Oracle's help with that.
The action reason is in When and Why section and we want to display the fields based on it on Position Details page.
