How to create an Asset at the time of receipt

Summary:

I need to create an Asset once the receipt is done as the vendor is going to send an Invoice a year later i want to capitalize the asset once we accrue at receipt.I know a feature in 23 B came but we don't have Oracle Maintenance Cloud . Is Oracle Maintenance cloud mandatory before i can use the 23 B feature?
