Fusion migration tool

Hi all

client application is using almost all Fusion Modules (Sales, Service, HCM, ERP, SCM etc.).
To migrate, we use also the migration tool (https://docs.oracle.com/en/cloud/saas/applications-common/25a/oaext/overview-of-migration.html).
We will proceed in this way:
Phase 0: Generate the Migration set in source environment
phase 1: In the Target env, preview the configuration (via the sandbox like environment, that allows to preview everything)
phase 2: decide if to Apply or not the migration

Question: if we do NOT apply the migration, is guaranteed that zero changes are applied to any object of the target environment?
