How to get 'cell properties' options to appear when creating a table in a clause.

Previously, users were given the options such as border, background, dimensions, table cell text alignment and option to align cell text to the middle when inserting a table in a clause. Currently, users only have the ability to insert columns/rows, and merge/split cells. How can we get the 'cell properties' options when creating a table?
