Item publication rule does not work

Validation Rule created to sort items in the publication.

Publication validation rule is set as followed:

If lifecycle is set to "aktiv" [Active] or "Må ikke lukkes" [Not allowed to close] the item should be included in the publication. Any other item should not be included.

The item rule is applied to the MASTER_RULE_SET and afterwards under the specific Spoke System publication options

The Rule does not apply to the publication, and every item is include
