Is there a simple way to inactivate cost center(s) in EPBCS/Planning?

Through governance in DRM we put in an end date to cost centers. In EPBCS is there a way we can tag the end dated cost centers so that end users can easily query active vs inactive cost centers and also to have a way so that they can't input forecast data into inactive cost centers?
