Increase file attachment size allowed for email notifications in PR

Description (Required):

Increase the file attachment size in email notification

Use Case and Business Need (Required):

Currently when we have requests with attachments with size more than 15MB, the email recipient (approver) is unable to receive all attachments. Only attachment link. But this should not be the case. The approver should be able to see and open attachments without clicking hyperlinks and redirected to the system just to view the attachments.
