How to disable the reassign vacation period button in BPM

We have a requirement to disable employees from setting up a vacation period to delegate AND reassign transactions. From the BPM worklist, there is a universal profile option to disable the delegation functionality on this page but it doesn't appear there is one for the reassign button.

When you go into Preference from BPM as a user and click on the vacation period, you can see that delegate has been greyed out but reassign is still available. Is there a way to turn this off as well?
