Generate Alert when Exceeding a defined Budget threshold

Summary:

I am wondering if there is any way to create custom alerts/notifications when exceeding user defined limits in Budgetary Control.
For example, notify Budget Manager at 75% budget usage and send alert to Budget Manager when nearing 90%.
