Provide access to all project control budgets in budgetary control by business unit

We have budgetary control enabled for projects. If we have "Secure control budget definitions" enabled in budgetary control then a user either needs to be a budget manager or explicitly given access to each control budget to view budget transactions and balances.

We need the central accounting team managing grants to be able to see all the budgets related to projects but they shouldn't have access to GL budgets however.

Is there a way to give this access by business unit?
