how we tie Skills to Competencies?

Summary:

With in current framework, multiple Skills constitute a Competency. From 24D, it is observed that there is an option to curate/Enrich the Skill Library with the Customer Specific Skills. There is no documentation on how we tie back these skills to Competencies. Could you please throw more light in this regard or point to respective documentation?
