Unable to hide save icon on edit item page

Summary:

We have a requirement to hide the 'save and close' option on PIM - Edit item page as we want all the changes to go through the change order route. We want to restrict this option to limited users. Users with specific role should be able to click on save and close or save, rest all of them should have only 'save to change order' icon.

We are able to hide the values under the dropdown of save but we want the save icon to be hidded and only Save to change order to be visible.
