WorkPlan template not available in LOV on Oracle Proposal while creating PEM project

Summary:

Hello Experts,

In Fusion Cloud, As part of Product development life cycle, We can create a project from Proposal screen ( under Concept Design / Innovation Management work area) during approval phase.

We have an option to choose from available work plan templates to create a project from proposal.

For some unknown reason, the work plan templates which are saved in PEM are not available in Proposal screen for Project creation.

This cannot be data access or role issue because few other workplan templates are visible in list of values on proposal screen.

Can any body suggest what could be the probable reasons for this behavior?
