A second request to GTM for the same order does not get a response in source system from GTM

Summary:

A second request to GTM for the same order does not get a response in source system from GTM - which is causing the order to be in On-Hold status in source system.This happens only when source change the Ship To account on the order .In the First request – the ship to is 04172314 and in the second instance the ship to is 04078533 .
Can anyone suggest if this scenario is handled in GTM or not.
