Terminate an Employee without a Work Relationship - HDL

I am looking to inactivate a set of employees that were converted mistakenly at go live. These employees have no Work Relationship or Legal Employer. Can I use the following HDL template or is there a better one out there?

METADATA|WorkRelationship|SourceSystemOwner|SourceSystemId|PersonId|LegalEmployerName|TerminateWorkRelationshipFlag|ActualTerminationDate|ActionCode|ReasonCode
