how to validate public holidays on timecard with fast formulas without using work schedules?

Summary:

The requirement is to validate public holidays on timecards using Fast Formulas, without relying on work schedules. When an employee selects a time type, such as "Bank Holiday," they should only be permitted to do so on an actual public holiday. Currently, the timecard does not recognize public holidays, which prevents employees from applying the "Bank Holiday" time type. Adding public holidays as exceptions in work schedules is not permitted, so the validation must be achieved entirely through Fast Formulas.
