Private email should be primary until the date of employment occurs

We have an integration that adds Work email on all new "pending worker" an hour after adding the pending worker in the system.

This means that the new worker email becomes primary, so if the pending worker requests a new password, then the email is addressed to the worker email.

At this time the worker has no access to the work email.

is there any way to fix this?
