exclusion not working alternate hierarchy

I am trying to exclude certain accounts but the exclusions are not working. Total - Income and Total - Expense are alternate hierarchies in my account dimension. I can only get the exclusion to work on the main hierarchy. Do exclusions not work on alternate hierachies?
