Can "Cost ORG, ORG, Project, Serial Number" can be created in the key flexfield and used in the Valuation Structure to cost at the Project and Serial Number level?

Was able to create the KFF segments for "Cost ORG, ORG, Project, Serial Number" but it is not available in the Flexfield Structure list of values when creating a Valuation Structure
