learning enrollment HDL with this note field

Summary:

When enrolling a person manually, there is a 'with this note' field that displays to the end user. We populate some text in this field to help with the user interface. I've tried loading to various fields within the learningrecord.dat object and none of them are appearing to the end user. I was also able to verify using SQL, what table and field is populated when the manual enrollment is complete and none of the HDLs i've tried load to that field.
