inquiry role for costs

Hi

I'm creating a inquiry role to give read only access to "manage project cost" and "manage committed costs" in costs work area. I have assigned this role along with BU data access for a user. Everything works except the manage committed costs page. when I query in manage committed cost page, it gives nothing. I have attached the screenshot of functional security policies and data security policies used. Please let me know what additional privileges/policies to add to view commitments in manage committed costs page.
