Can learning budgets be linked to approvals?

We have a requirement to auto-approve/decline requests for costed learning based on learning budgets. For example, can there be a budget set in the system aligned to a certain department/team for a training. Then when an employee from this department/team requests costed learning, if there is budget left, the training will be auto-approved, and if there isn't, it will be declined.

I know learning programs can be used for forecasting, but can these link to approvals in any way?
