Hiring Agencies access to Oracle HCM cloud SaaS Application while SSO implemented.
Hiring agency users are not able to login post SSO implemented and chooser page disable for security reasons, Since agencies are external resources and their user profiles are being created with specific user login credentials while SSO being authenticated by internal email IDs.

We require the solution to enable hiring agency users to login without routing to SSO while chooser page disabled.
