How can we whitelist a lower environment

We are currently utilizing Oracle Cloud ERP, with Single Sign-On (SSO) enabled for the Production (PRD) environment, and the option to log in using a username and password has been disabled. For the lower environments, TST and DEV1, we would like to implement an IP address whitelist to restrict access to authorized IP addresses only. This measure is intended to ensure that unauthorized IP addresses cannot access these environments. Could you please confirm if there is a whitepaper or any relevant documentation available on how to configure this?
