not able to increase expense destination Transfer Order Qty

Summary:

Hi Guru,

just found out we are not able to increase the qty of an expense TO, here is the error message.

i found out another document which says warehouse manager with the destination org access will allow you to do this change, but it's also not working after i added the job role with org access..

just wanted to confirm whether this is an expected behavior.
