How to created Zone Based Rates in OTM?

I have created Rate Zone Profiles, then created a rate offering with offering type zone-based. Then created a Rate Record using Unit Rate Break Profile. But when I am doing Rate inquiry its showing no rate offering is available.

Is there anything else we need to set while creating Zonal rates.
