Intercompany AP invoice based on events not visible in project cost

I intend to use intercompany billing based on event billing. I managed to create the intercompany AP invoice which includes the project, task, expenditure organisation and expenditure type. But the Projects Import Cost program does not import the event based transaction. Does this mean that as events are not based on actual costs, the event amount won't be imported as project cost?
