Change Manager only working if auto-populated line manager is deleted and re-added

Our business frequently has to delete End Assignment actions by deleting the row under Employment History through Employment Info to "reverse-end" ended assignments and make them active again. We know that it is expected behavior for the line manager from before the assignment was ended to not be automatically re-added after deleting the End Assignment and that the line manager must be re-added using Change Manager. When we use Change Manager, we want the effective date of the line manager to be the same as the effective start date of the assignment. This causes the line manager
