How to stop multiple receipt numbers being generated at one receipt

We have noticed the following:

A PO with multiple lines that, when you receive all three lines but enter a Packing slip number in only one line, the system generates a separate receipt number for the line with the packing slip # and a different one for the other 2 lines.

How do we stop this.
