Looking for HDL template to withdraw users from course

Summary:

We were asked to assign over 1k learners to a course. We are now being asked to cancel just over 200 of those assignments. I have been looking here for information on how to do this, and see mention of an HDL template to do that, but cannot find it. Can anyone point me in the correct direction?

Unfortunately the bulk withdraw that was added recently in the UI is not going to solve our issue. We will need to do an HDL.
