Rehiring Error: The identifier already exists. Try again with a different national identifier.

Summary:

There was this employee with the organization in Canada that was terminated in June 2024. Last week they were rehired as pending worker. Now the HR is trying to convert them to a worker. It is resulting in the following error :

"The identifier already exists. Try again with a different national identifier. (PER-1532484)"

The National identifier (SIN, as it's Canada) on the record had an expiry date in May last year. Could this be causing the issue?
