Customer Contract: Custom job role that has access to all Business Units

I create a custom job role copied from the standard Customer Contract Administrator job role. The standard job role is restricted by the business unit, but the business requirement is allow all business units. During create contract, the Business Unit selection is blank, I want to remove this restriction, so that the user with the custom job role can see all business units during contract creation, without the user's resource organization specifically mentioning the business units.

In the DSP, I end-dated/removed the Grant on Business Unit policies. But the user still not able to see all business units.
