Sales order is not backorderd in autoship process even if there is no on hand quantity

I have set up an auto ship process using DOO_InventoryTransactionProcess and opt in feature 'Reduce Inventory when a sales order Doesn't Require Picking or Shipping'. Sales order is being progressed from awaiting shipping to awaiting billing even though on hand does not exist. Is there any way to get the sales order backordered in this process if on hand does not exist?
