Not able to see actions in Item Class security

Not able to see actions in Item Class security

I have created a new Item Class and when trying to select actions for Product Data Steward role under security tab, I can only see below actions.

ORA_HC_EFF_EDIT_PRIV

ORA_HC_EFF_VIEW_PRIV

All other actions are not available.
