Workaround to define multiple WIP inspection plans for same item?

Summary:

We have a use case where the client has different WIP quality requirements for the same item—one customer has a set of inspection requirements while another customer has a different set of inspection requirements. Since an item can only have one active WIP inspection plan, is there a workaround to achieve this functionality?

I tried breaking it out by item catalog (ex. one catalog per customer), however different items within the same catalog will have different inspection requirements, so this would not work.
