Make DFF mandatory based on another DFFs Field

Summary:

I have a request to make the project details DFF in the PO line mandatory based on the input of a DFF the Additional Information Segment of the PO Header.
The red box is the DFF that should indicate whether the project details field should be mandatory or not.
