How to use older Revision in Product Development

Our Client have a requirement to User older Revision while making changes to existing revision. However in Product Development we can not use old version.

Example we are currently on revision 3 and customer would like to use revision 2 and do the changes to it, Currently system is not allowing to do the same.

Checked multiple documents however could not found a solution so far, there are some ideas also.
