How to consume items from active locations

How do we consume (or issue) items that are located into an active locations?

In Fusion Inventory we can issue items with miscellaneous transaction types. Similarly, In WMS, we can direct consume LPNs from reserve locations with a reason code.

But how do we do this for the items that are located in active locations
