custom role migration

Summary:

when we are migrating custom data roles inherited Job roles were missing in the target pod. while exporting the roles we could see that all the roles have been selected but after importing in the target pod Inherited job role section doesn't have any value. we have tried .csv and functional setup manager migration result is the same.

is this expected behaviour is there a way to bring Inherited job role along with Data roles
