Is it possible to write EL expression based on user data access?

We have a requirement to show certain springboard links based on user security. E.g. if a user has data access to general ledger "United States General Ledger", then show the springboard link. Is this possible? I have checked various documentation sources on writing EL expressions, and they primarily reference user roles, user name, or permissions.
