Purchasing Document Security

I have the following requirement:

We have a business unit where users having certain procuremnt roles can view all purchasing documents. My need is  within the same business unit, I want to have certain category of users (having same department, cost center, etc..)  to have access to specific purchase orders. For example, if a PO 123 is created by emaployee x belonging to department y, all employees belonging to department y only can access PO 123.
