Send FYI to directs in manage direct reports approval

Hello together,

Customers requirement:

If an HR Specialist changes the directs reports of an manager, all employees (directs) should get an FYI of the change of manager.

Currently I'm able to choose as recipient "User", where I have those options:

The worker in this case is the line manager, for whom I want to change the directs.

And Management Hierarchy is only going up in the hierarchy, but not down.

We would really appreciate your help, how we can inform the employees about the change of their line manager through transaction "Direct reports".
