Learning Initiatives is not working when we use OTBI analysis 2 enroll managers in2 specific learnig

Summary:

I am using the Workforce Management - Worker Assignment Real-Time subject area for two reports Worker&Manager OTBI and List of Managers OTBI

here, Worker&Manager OTBI this will give list of active people and their managers and List of Managers OTBI will give to all active line managers (am using manage person number (Worker&Manager OTBI) in person number (List of Managers OTBI) as filter in List of Managers OTBI to get list of all managers.But When I use the List of Managers OTBI in analysis criteria in Initiative, list of managers are loading and able to submit the initiatives successfully but no learners are getting enrolled into the initiative after below processes are ran. I am not getting any learners are enrolled
