PO Change Orders from SCO

in Supply Chain Orchestration

We are in Contract Manufacturing and Supply Chain Planning generates Work Order for Manufacturing and also PO for the Service item for the quantities required. Sometimes these POs are generated months ahead and exact quantity will not be known at that time. So when Work Orders gets executed, they may need more or less than the original quantities.

We have noticed that when PO qty is reduced, lets say from Original Qty of 1000 to 900, SCO releases a change order to Procurement.

But when PO quantity is increased, lets say from Original Qty of 1000 to 1200, SCO doesn't release a change order to Procurement. Why is this so?
