Procurement agent without employee record

There are many posts relating to need to setup procurement agent without employee record but everything points to answer "NO"

In today's operations there are outsourcing needs where the AP team/catalog administrative support team are not an employee in the implementation organisation.

When implementing Oracle ERP including HCM, Payroll, Procurement and Finance - HCM and Payroll team do not want to create non-employees as employees for the purpose of provisioning them as Procurement Agent. I'm told that it impacts HCM and payroll processes. However, without employee record we cannot create procurement agent for Procurement processes.

Is there any reason for Oracle to expect an employee record to be able to view PO, setup catalog like punchout, etc?
