Accounts Payable Manager Unable to Release Hold after 25A Update

Summary: Our custom Accounts Payable Manager role does not have the Edit Payables Invoices privilige, but the users were allowed to release holds manually by using the Validate button. After installing the 25A Update, users are receiving an error that 'You must save the changes before you continue', but the Save button is not available
