Customer is having both control budget (GL Budget) and project budget both

Customer is having both control budget (GL Budget) and project budget both. While doing the testing for projected related transactions, system is checking only the project budget and not looking into GL Budget (as against the account combination)

Lets say I have Project Budget--30000 and GL control budget as 25000 for combination 1011-561101.

If i create a purchase requisition for 28000 as against the project with a distribution combination of 1011-561101--- system is passing this requisition as project budget is available and not checking the GL Control budget even though there is only 25000.

Is this a standard functionality where for project related, system shall not check GL Control budget?
